PURPOSE
This proposal sets the structure for creation of a new regional
chapter, entitled, "CHADD of Northern California" which would be
comprised of various local branches. The officers and board members
of the regional chapter would be elected from all regions and board
meetings could occur primarily via teleconferencing. The purpose of
this collaborative effort is to provide greater support to local
areas by relieving coordinator and volunteer burnout, allowing time
to focus locally on outreach, for example, rather than time consuming
administrative functions.
OVERRIDING PRINCIPLE
The overriding principle is that each branch is treated fairly and
equitably, and that each branch retains the ability to continue to
provide the same types and level of service to the community as when
they were a chapter. The regional chapter will commit to supporting
the branches in delivering these services.
OFFICERS AND BOARD MEMBERS ROLES AND
RESPONSIBILITIES
Coordinator
- Nominees should be current or past chapter coordinator
- If current coordinator, need to have coordinator-elect at this
time from own chapter
- Should have a computer and e-mail access
- Duties would be focused on a regional level, so should not be
a more difficult job than being a local chapter coordinator. This
is because the regional chapter does not do "monthly meetings" of
its own, only board meetings. Local services are provided by the
branches and therefore fulfill the requirements of the
chapter.
- Primary function is oversight of Chapter and Branches which
includes:
- Phone calls/e-mail from Branch Coordinators, Branch
Liaisons, Board Members, and PAB
- Liaison to CHADD National
- Preside over all Board Meetings
- Maintain records
Coordinator-Elect
- Will be elected at the same time as the Coordinator
- Nominees should have some experience with CHADD
- Duties also focused on a regional level
- Serves as back up to Coordinator
Secretary
Should be offered help from hired clerical staff due to workload.
Primary Duties:
- Schedule Board meetings
- Prepare Board meeting agendas
- Send notices of board meetings with agenda and prior minutes
to board members
- Attend all board meetings
- Take minutes of all board meetings
- Maintain member database
- Maintain phone system
- Coordinate mailings
- Maintain records
Treasurer
Should be offered help from hired accountant due to workload Primary
Duties:
- Liaison with all branches re: monies/expenditures
- Liaison with CHADD National re: Reimbursements, fundraising,
etc.
- Ensure compliance with CHADD National requirements, i.e.,
quarterly financial reports.
- Prepare budgets
- Monitor expenditures
- Follow up on returned checks
- Process memberships
- Set up and monitor credit account
Other Board Members
- Automatically includes each branch coordinator (duties on a
local level)
- Chapter VAN representative (legislative liaison to CHADD
national, legislative coordinator for chapter)
- Any Branch VAN representatives (work with chapter VAN
representative, coordinate locally)
- Adult Programming Coordinator (arrange special speakers and
events, distribute programming information from National to
branches)
- Parent Programming Coordinator (arrange special speakers and
events, distribute programming information from National to
branches)
- Branch liaisons
BY-LAWS
- In addition to a Branch Coordinator, each branch shall have a
Branch-Chapter liaison who will transmit information and documents
to and from the Chapter.
- Each branch may have its own steering committee.
- All membership reimbursements allocated to branches based on
zip code range.
- Minimum $____/year each branch to raise for basic support from
Regional chapter, based on branch size. After that, ___% local
fundraising allocated to branch that raised funds.
- Each branch to keep existing PAB, who will automatically
become part of regional PAB.
- Each branch may appoint/remove PAB members from own
community.
- Each branch to have minimum of 1 person on each Inter-Branch
Committee (same person can be on more than one IBC).
CHAPTER SERVICES TO BRANCHES
- In addition to services needed by individual branches, the
following will be standard for every branch to be coordinated/paid
for by the Chapter:
- 1-800 number with phone tree for each individual branch
- Website
- Database maintenance (to reside on website so everyone has
access)
- Financial/accounting
- Bulk supplies and materials (set up credit account with each
branch coordinator as an authorized user)
- Process memberships
- Coordinate one regional fundraising event per year
- Resource directory - regional?
- Newsletter (within limits)
- Record maintenance
- Return calls
- Mail information packets to public
- Support Inter-Branch Committees and Regional Board
