Formation Meeting, February 27, 1999

Introductions

Chapters were asked to think about What they do best, their biggest challenge and their desired result for the day, but we did not get back to report out on it.

Agenda Review

Rules of the Road

• Show the "Parking Lot" for divergences and other spontaneous productions as well as items to return to.
• Iron out things as we go along
• One person talks at a time, raise hand

Purpose of the Day

• To Clarify a Vision (We skipped this)
• Mobilize a Plan

Context for Changes

• Change is not failure
  • If we are being asked to change, does it mean that what we were doing all this time (at considerable personal cost) was WRONG?
• Opportunity for Growth, Development, Stabilization, Innovation
• Changing Times
  • Needs are different now
• Reports on State Retreat and on National Plan
  • The Threat is not from the National Plan itself.
  • Our Focus is on what we can do now

Case For Changes: How Does the Regional Chapter help my Branch?

• Organize a Legislative March on Sacramento 4/30
• National Compliance Coordinated through one contact
• Better Fiscal oversight and compliance; Accountability
• Communicate Better, e.g., connect with community that is more sophisticated about issues like comorbidity
• Eligibility for Grants because larger
• Share Conferences
• Share Specialties that are developed in the Branches

The Plan (Mostly skipped since familiar)

• A Brief Description of the Restructuring Requirements from National - Garner from Group
• See Context as A "Blue Print", Starting Off Point Rather Than a "Jerk on the Chain"
• Report from State Retreat as Inspirational - (Lisa, Josephine and Chorus)

Decision Hinge:

Three Scenarios

• Things continue as they are, with minor adjustments for National Reorg Plan
  • Add PABS, VAN, fundraising, Sign-in sheets, Coordinator-elects, etc.
• Create a New Structure, All Remaining Chapters
  • Remain much the same, but share resources in interchapter committees
  • Expertise collected and made available
• Chapters as Branches of New Regional Chapter (So-Cal Model, 23 Chapters to 3 Regions)
  • Or spawn Branches under a New SuperChapter

  The Scenarios are not mutually exclusive. In any particular area, may do any of the three.

All but one chapter chose the Chapter/Branch "So-Cal Model", so we worked on that plan.

Promoting one chapter to be the Super Chapter was fraught with political misgivings, so a new Regional Chapter (or as many as three) will be created.

Form the Regional Chapter Committee

• Josephine Cilluffo (SF/NP) volunteered as interim Coordinator with help from Christy Berger (Sacto)
• Took sign up of those wanting to be on committee. Christy has it

Form the rest of the committee structure including sub committees on the areas where we will cooperate, e.g., Regional Newsletter Committee. See proposed SubCommittees below.

Pick Boundary of Northern California.

Thoughts after the meeting, from Kay Gilmore and others: "I think we would need to divide right around Fresno (with Fresno maybe going North although I guess they need to be the ones who would make that decision). As far as San Luis Obispo... its very close to Santa Barbara, so South Paso Robles is North of there. I think Bishop and Mammoth would be North...there is a chapter out near Nevada called Ridgecrest CHADD which would appear to be South as well."

Research/Decide on the Money Issue

Will Branches keep funds that they have now? How will Chapter start up be funded?

Prepare what would be a proposal for coordinators to present to their Chapters for Ratification

• Meeting before Sacto? (in Bay Area), When? Or in Sacto just May 1?
• VAN lobby trip to Sacto April 30

Parking Lot (random) Items

• Kitty explained that she charges for the membership in the fee to an event, thus increasing her member numbers.
• Folks were curious what the total National membership is. No follow up
• Some chapters may investigate State Tax ID number so that can go independent if National is too difficult to stick with
• "Start Programs" were described
• The "Consortium" described
• Technology is needed to all keep in touch. A Phone bridge was offered by Sue Coleman. Web site described below.

Items needing more follow up:

• How will we interface with non-CHADD organizations, of which there are ever more?
• How practically can we merge into a new Regional Chapter?

  • Lew's opinion: Weekly Support Groups are a good candidate to "privatize": Once we deliver ADHD 101, ongoing support is too costly and may be better delivered by Bay Area's many private resources. CHADD's strength is in ADHD 101 information.
• School Outreach Delivered locally
  • Critical! Interfaces with membership outreach.
